This policy brief highlights interim evaluation results for the Healthy Michigan Plan, Michigan’s Medicaid expansion program.
The Healthy Michigan Plan (HMP) began providing coverage to adults with incomes up to 133% of the Federal Poverty Level on April 1, 2014.
The University of Michigan Institute for Healthcare Policy & Innovation (IHPI) has been conducting an independent evaluation of HMP for the Michigan Department of Health and Human Services and the Centers for Medicare and Medicaid Services. This effort is led by IHPI director John Z. Ayanian, M.D., M.P.P., along with an interdisciplinary team of researchers across multiple departments at the University of Michigan.
In 2022, the team released an interim evaluation report for the waiver period 2019-2023.
Key findings from the report, which are highlighted in the policy brief, include:
- Access to health insurance improved for uninsured low-income Michigan residents
- Enrollees’ employment and financial well-being improved after HMP enrollment and over time
- Awareness of primary care and responsible use of health care services improved among enrollees
- HMP provided financial stability for safety-net providers and supported coordinated strategies to address social determinants of health
