Disaster preparedness and response policy informed by research can help improve health outcomes and save lives
Sue Anne Bell, Ph.D., FNP-BC, FAAN, associate professor of nursing, studies large-scale emergencies and their effect on older adults and people with chronic conditions. Her research helps to inform federal disaster response and recovery policy.
Bell’s research shows both health service agencies and individuals struggle to prepare for and navigate disasters, and the consequences can be severe.
As a result of her work, Bell was invited to testify before the U.S. Special Committee on Aging during the 2021 hearing, “Inclusive Disaster Management: Improving Preparedness, Response, and Recovery.” Her testimony helped inform the REAADI for Disasters Act, which has been introduced in both the U.S. House and Senate. If passed, the legislation would establish programs and services to improve disaster preparedness among older adults and individuals with disabilities.

Bell has also served on the Federal Emergency Management Agency’s (FEMA) National Advisory Council, and she currently serves by appointment on the National Advisory Council for Seniors and Disasters at the U.S. Department of Health and Human Services Agency for Strategic Preparedness and Response.
In recognition of her dedication to enhancing preparedness and response policy across the U.S., Bell has earned numerous honors and awards, including the U.S. Department of Health and Human Services Civilian COVID-19 Response Medal. In 2022, she was named a recipient of the Institute for Healthcare Policy & Innovation’s Policy Impact Award.
