About
The Medicaid and CHIP Payment and Access Commission (MACPAC) is a nonpartisan federal advisory commission that provides both data and analytical support and makes policy recommendations to Congress, the Secretary of the Department of Health and Human Services, and to the states on a wide range of Medicaid and Children’s Health Insurance Program (CHIP) topics and issues.
MACPAC is statutorily tasked with reviewing and analyzing the following in the CHIP and Medicaid programs: 1) issues surrounding access to coverage, covered services, and benefits; 2) payment, eligibility, enrollment, and retention processes and methodologies, and; 3) quality of care and interaction of both Medicaid and CHIP with Medicare and the general healthcare delivery system in the United States. MACPAC must submit two reports to the Congress by March 15th and June 15th of each year.
In 2014 and in 2015, MACPAC focused its work primarily on the interaction and relationship between Medicaid and CHIP and the insurance marketplaces. It also analyzed children’s coverage and the current and future state and role of the CHIP program in addition to delivery and payment system improvements.
Membership
- Membership composed of 17 Commissioners appointed by the Comptroller General of the United States
- Commissioners serve three year appointments
- MACPAC Commissions required to have direct experience as enrollees, parents or caregivers in Medicaid and CHIP or be recognized for their expertize in both programs
- MACPAC meets publicly for two days at a time in Washington DC between September to June
Application Process
- Application process starts in July/August of any given year for a range of 1-6 commissioner positions
- Calls for nominations channeled through the Government Accountability Office
- Deadline for applications is one month after call
- Nominator/self nominations accepted
- Application generally include:
- Letter from candidate or nominator
- Curriculum Vitae
- Letters of Support
- Potential candidates will be screened and selected for 30 minute interviews
- The Comptroller General then selects Commissioners
