Prof. Bagenstos specializes in constitutional and civil rights litigation, and within that his focus on disability law has given him broad experience with issues involving Medicaid services. He has written about these issues and also been involved, as a lawyer and a consultant to disability rights groups, in a number of litigation and other advocacy efforts to move state Medicaid systems toward a more community-based model of services for people with disabilities. Much of his constitutional law scholarship involves the Constitution’s Spending Clause, which also includes a number of Medicaid issues. He has also worked on issues related to disability and wellness programs.
